Mitt under brinnande valrörelse försvinner justitieministerns stabschef spårlöst. Hennes ersättare Elin Hammar kastas omedelbart in i ett nät av lögner och konspirationer när hon försöker ta reda på vad som har hänt. Samtidigt ser det främlingsfientliga Trygghetspartiet ut att gå mot ett succéval. I Uddevalla förbereder sig partiets lokala representant Annika Nilsson för ett torgmöte, trots sonens protester. Han är trött på de hot och trakasserier som familjen utsätts för.
